FPS lagg spikes (although internet is fine, no ping issues)

You need to get your vacuum and remove the hose, use a nozzle attachment fitting and run that thing on the computer parts. As rough as you possibly can, I'm talking elbow grease! Get it real tough in there and clean out all the dust. Even the smallest specks of dust are the enemy. Do it. I have faith that you will answer your call to duty.

Didn't format and I am not going to (missing out on a lot of programms then).

Didnt' find the solution yet, cooling it does in fact help. But that's just fighting the symptons not the problem. I will study it a little bit more

Stop posting boost applications. The problem is not about the softwares. It's hardware related

This issue is not about the graphics settings. I don't think, I know lowering the graphics does not help.

Addition: Yet, lowering the graphics settings make the fps worse. Causes more lags

I think Sam was referring to that specific issue, that lowering graphics is not helping with spikes, not to the whole "less decals iz moar fps I need 333" thing.

Are you sure there was no recent, hidden, update?

About boost apps, I recommend Delta Toolbar, it helps with stuff and all.

Well it can be software related. If you have an evil application installed it can have also this effect. But that can you see in taskmanager usually by looking at the CPU-Usage.
